Choke Snubber Circuits Questions

Questions regarding Morgan Jones's choke snubber circuit from his 3rd Edition:

1)Are these only useful for choke-input PS circuits or would they have benefits for other PS chokes in a CLC filter?
2)His diagram shows a 256R resistor in series before the choke between the connection to the two snubber caps, but no discussion of its purpose or how to calculate the valve for a given application. Anyone know what it does and how to calculate correct value?
3)While I think I understand his discussion, why with a choke input filter, does not the lead snubber cap simply act as a very small input cap and the second as a bypass to the following filter cap?
4)Likewise, if used in a CLC filter, would not both snubber caps simply act as bypasses to the first and second filter caps? I just do not see how connecting the center tap between the snubber caps to ground is any different than connecting each separately to ground, which would look like parallel bypass caps in a schematic, right?
