A rule of thumb that I've come across on the "internets" is 80% of max plate dissipation. A compromise between tube durability and good sound, but definitely not the only one. Then there's the "if it ain't glowing, don't fix it" mentality, which I would buy into if I were sitting on huge piles of tubes, or under a money tree, or if my amp used common, cheap tubes :)
