What you have there is a two decks machine that can play and record independently. You can record with one, while listening to the other. The control unit handles them independently. This is not what you've got in most of dual decks. You can find simpler controls that can either play one of the two tapes, or record from external source or the playback deck.This guy has a thing that acts as if he had two independently decks, but their mechanisms are mounted together.
Now, you want to do the same with a single two head deck, but then again, your circuitery, will only be able to either record or play. It would be easy with a three head machine, but not from a two head machine. Indeed, three head machines are tape delay units, as they record from external sources while playing from the tape. Its delay is, anyways, very small and usually is not used as a delay.
