Hi.I'm no expert. But, from what I've seen the speed is not affected by the frecuency of the power grid. In any case, it can generate noise.
Devices have an internal power supply that generate a concrete voltage filtered and rectified (Direct Current). This voltage rarely feeds the motor. instead there is another stage that generates the appropiate voltage for the motor from the internal power supply. So the frecuency is completely vanished.
Belts can never be placed in another place other than its designed place and do not affect the speed if they are ok, otherwise the deck will run slower and more irregular (wow and flutter)
Speed can usually be changed turning a pot int the motor or in a electronic board inside the deck that drives the motor
