From the pictures, the heads aren't super bad. They should be able to be relapped.
It looks like the one in the first picture is badly aligned. You can tell by how uneven the wear is. This could be the source of some of the problems you're experiencing (channel imbalance, poor high freq response).
You might want to check with JRF to see how much it would cost to relap and align your headblock.
If the machine hasn't been used or serviced for a while, there are probably other issues that will need to be resolved to get the machine running up to spec.
You might want to think about just how much you wish to spend and download a copy of the service manual.
