It's a threshold issue. It should be fixed for you now, but the system was set for a minimum for $25 for membership. Unfortunatley, the limit code seems to work, but is a bit buggy to say the least. Since it hadn't been tested well, I hadn't worked on it. Now, it's on the to do list.
