Time of post not consistent

I usually view new posts by seeing the latest post and sort of stop at a point where new posts were done earlier than the last time I was around.
But I frequently see new posts appear with earlier time than I w
Can the time be adjusted so that it displays the reader's localtime? I guess some timezone variable needs to be inputted by the user, or if you can, check ISP's IP address.
Here is an example. I last checked the forum ~2:00pm EST, but then encounter something like this:
