After some email discussions (as someone else had fallen out, he said) the conversation below ensues. He has prior fraudulent transactions using his name on the account as noted in head-case. I was, but then I looked at Xoom, which i use to send money with, and they are now a paypal company. Using this will transfer the amount and only cost $4.00 to me. A bank transfer is $34 with Bank of America.
The only thing I am not sure of is the part with the account number and sort code. This is much easier all around, and a lot less expensive, and will not need you to do anything.

I understand. We can declare the 1000 pounds which was on the original ad? That way we can insure for the same amount, and that would be square all around. I will go to my bank branch this afternoon and send the money, as needed. Oddly enough, I've never sent money this way before. Let me see if there are other ways to do it, as well.

I did enquire about it, but the customer service representative I spoke to said that because it would be a brand-new account they wouldn't be prepared to allow large sums of money to pass through it. They want to see a history of smaller transactions to start with. So it didn't seem worth the hassle of setting A PayPal account up.
