There are several tips here that point to it being fraud.
The first thing is it is not addressed to you.
Your credit card company knows your name so they would address it to you.
Your credit card company knows your credit card number so they should not ask for it.
VISA and Mstercard will not contact you directly, the bank that issued the card would contact you.
