Always, always, always use a credit card when purchasing from outfits like this. If you get what you paid for, fine. If not, your Credit Card issuer will protect you and charge it back to the dealer. PayPal sucks at this. Never pay with your bank account thru them and don't carry a balance in your PayPal account. If you get ripped off they are close to useless. I speak from personal experience and have no faith in them.
