Italy issue?

I got the Paypal item not shipped claim from eBayer ID eltd2002 on an expensive transformer with high shipping costs. I have the Customs Declairation claim number, USPS postmasters stamp, etc to verify shipping. The buyer refuses any email corespondence on this matter. I believe Paypal may award in the buyers favor, but did accept the Customs claim number as it matches the standard USPS tracking number standard on some of the newer USPS claim forms.
Further, another buyer in Italy states anyone can trace this parcel in Italy with the Customs number. Again, no replies from this buyer.
