Most police agencies have some sort of Silent Witness hotline you can call, anonymously. Tell them as much as you are comfortable with and let them take it from there. Be sure to mention the visitors at all hours. That will catch their attention. Better still, also say there are strange, nasty odors coming from the house and you think they are cooking meth. That will really pique the cops' interest.
