Ebay negs and Paypal

Retailers, Manufacturers, ePay, AudiogoN, Paypal or whatever. Buying and selling advice.

Won an auction on ebay and paid through p - pal.
Items never received,
Tried to Contact seller - no luck.
Contacted p-pal and investigation taken.
After 6 attempts at contact i left neg for seller.
I get neg from seller.
I get message from paypal stating that they decide i was right but cannot get refund as seller has no funds in account.?
After numerous nights of trying to contact both ebay and seller i am distraught that there seems to be a flaw in the ebay process.
Shurely if paypal agrees in your favour you should:
A - GET FULL REFUND
B - GET NEGATIVE REMOVED
All that is required is that proof be sent to ebay that the buyer has paid,The seller has no exscuses to then leave a negative.
The seller had 42 negatives within the past year and stated that the goods had been sent,I deliberatly made shure the items had to be sighned for as proof of delivery.
The seller had no proof of purchase whatsoever.
Thing is on ebay if you get a neg it takes half of your lifetime to get that percentage back up.
Ebay has a long way to go to sort these scammers out in cyberspace.
