not a new scam, but a scam nonetheless. If it actually came from ebay or paypal it would have your name in it, not the "dear member" greeting. If it says "dear member", it's a scam and you don't have to waste your time reading any further.Also, if it instructs you to "click on the link below" it's a scam. Actual emails from Ebay or PayPal will instruct you to go log onto the site to take care of business. They won't tell you to "click on the link".
