This is a new Ebay scam. See my post above. Here is how it works-1. scam buyer from nigeria outbids everyone and uses standard western union scam to get goods from seller for free.
2. seller is wise to buyer tells him to jump in a lake.
3. scan Nigerian buyer as auction winner has access to "bid history" and next pretends to be seller, emails 2nd higest bidder with scam "2nd chance offer". the email from him to you looks like its from ebay with logos and stuff but if you look closely its a complete hack job, not from ebay.
4. You can verify-- use ebay to ask the actual seller a question, he will have no idea that someone offered his thing to you.
I'm posting this right now as a new thread. It happened to me when I sold a computer for $1400, but I was wise to the scumbags.
