The seller does not get to set the price. The second-chance offer price is your max bid and the seller cannot change that.As far as the high-bidder being a shill, that is certainly possible. But, if you are comfortable with your bid and want the item, then it matters less, at least to me.
Second-chance offers only last 24 hours and then the seller gets to offer it to the next highest bidder at his high-bid ...and so on down the line it goes.
