I have never been involved in a "Second Chance Offer", but I'm a little skeptical of them. As someone mentioned above, how does one know that the original high bidder was not just a shill? I would guess that this is just as likely as a non-paying bidder.
Also, how is the Second Chance Offer price determined? Example, if the original "winning" amount is $1000 and your bid was $990 and the next high bid was $500, what is the Second Chance Offer price? IMO, it should be much closer to $510 (one bid increment over the third highest bid), then $990.
I assume the seller sets the Second Chance Offer price, but it should be based off the third highest bid, not your second high bid.
