I suspect these people are requiring funding from a bank balance for security reasons. Paypal has major security problems (for the seller/recipient) when the buyer uses a credit card. I have personally been the victim on two occasions as a seller (to the tune of $2600 total) due to credit card fraud and chargebacks. Hence, I no longer take Paypal. I don't believe these chargebacks are possible with a bank transfer.As for the 3%, the seller would only profit this amount should he have a "personal" account or has just signed on to Paypal. Most accounts are quickly converted to "premier" or "business" accounts (whatever they call them these days) that cost 2-3% per sale.
