'FBI and CIA' spam?

Hi,
I got 2 emails w/ .zip attachments recently from Cia.gov and another from Fbi.gov, warning me (didn't specfy my name) that I am being monitored for allegedly doing 'illegal acitivies' on the web... It's weird coz it came from the same person but different government agencies! A certain Steven Allison... The attached .zip file is supposedly a questionaire (didn't download it)... Anyone got these type of emails?
