If the money is important to you you can get it resolved.
I`m no lawyer but it seems to me pay pal being a reputable entity is caught in the middle of a scam. They dont want(and some may wonder)to be thought of as illegitimate.
You should be able to petition them for the (or what they have) of this persons information. if they cannot provide it i believe that leaves them liable to fraud.
If you can get valid info you can file a complaint with the (his) local distric attorney and wait and see. wheels sometimes move slow but the faster you get to it the more seriouse you sound(to the DA)
