It's odd that the alleged scammer would respond at all saying he won't refund you the money. Did he state a reason for this? What is the current status of your U-1s? What were the agreed upon arrangement for this trade?If this is a scam, there are some resolutions you can take via paypal or your cc (if you paid via CC in paypal). Litigation is possible as well, but it's a lot more resource consuming. There is also http://www.ic3.gov/ , which is administered by the FBI. I haven't found them very useful, but it doesn't hurt to send in your issue for their review. If you know the person's address, you can also contact his local law enforcement department. I've had some success with this method.
I think it's in the public's best interest if you divuldge who this "dealer" is.
