Why would anyone ship goods prior to the clearance of funds? Once it's cleared, the buyer can't cancel the payment.

Paypal will also take money from your balance before it turns to alternate funding sources. The reason is very simple: it is cheaper for them to move money around within their own system versus utilizing third party funding sources like credit cards or bank transfers. If you want to pay via credit card, first clear your balance by withdrawing it to your bank.

Paypal's Buyer's Protection is still applicable for ebay purchases if you pay via your balance (up to $1,000, regardless of what funding source).
