There's a thread on the Tube Asylum about eBay scammer realjazzcat. It's too important to be buried amongst the many posts, so I'm providing a link to it (see below).
Especially precious is realjazzcat's response to the buyer after he requested a full refund for a bad tube. Here's part of it:

I don't know what you may have done to the tube, or any damage to it after it was shipped, if indeed there is a problem at all. You may send back the tube for a refund, even though the terms and conditions are clearly posted as 7-day exchange, not refund, with return shipping paid by the Buyer.
