More certainly does not mean inherently better. IME, more often than not, "extra" gain/matching stages usually wins. Losing stages can sometimes cause the "cold and sterile" syndrom. Extra stages may cause the overly warm and sweet description. Of course, subjectivity comes into play. Each of us should decide for ourselves; in our systems with our own fave music sources.
I am surmising that the OP wondered why the passive pre/control units were seemingly often chosen over an active preamp line level stage. I believe most peers who have tried passive preamps thought that "less must be better" allowing them to possibly get closer to the original sonics. In practice, this is not always true...
