Just some thoughts - do you have highly efficient speakers to use these with ....something like 99 or preferably 101db/W or better? Or are you looking to biamp? 2 WPC amps really need efficient speakers.

Off hand, I can't even think of any kits that would be $500 or less. SETs are definitely a case where high quality parts tell so maybe the way cheap end of the pool, even if you could find it, isn't that great of an idea.

I've heard some single-ended pentodes that sound very nice and the tubes are a lot cheaper too. As I remember Voice of Music made a single ended pentode amp - EL84. You could pick it up cheap, refurb it and still have some change. I believe single ended EL-84 would be about 5 W.
