Wow, on that budget it might be tight buying new. I would look at the Audio Note OTTO integrated, or an Audio Note Kit 1 300b SET integrated, possibly with upgrades within your budget. And I know the OTO is very popular, you could sell down the road and upgrade no worries. I would stay away from older second hand stuff on Ebay or Audiogon, unless you know the owner or can pick up yourself (check out the condition). Valves are like bulbs. They can blow and its fine, or they can take other components out with them, so buying over the net is a bit risky blind. You will be amazed at the quality you can get from the above anyway, and I reckon it will leave you out of the upgrade loop for some time.Don't be put off by kit building. I have built 2 from Audio Note Kits are they are a dream.
And as you can tell I am an Audio Note fan as well. With these beauties driving your horns, you will be in heaven.
