Transients tend to smear the distinction in the frequency domain, becasue they are not continuous in the time domain. Thus, with tone bursts, the frequency spread that occurs is what I am talking about.

You can not compare a continuous sine wave with a tone burst, as far as the frequency resolution needed for each to be useful.
