Strange PPP problem

I have an approximately 3-year-old PPP which has served me well but has recently developed a curious problem. When the unit is powered on, only those switches set to "delayed on" seem to get any power - those set to "always on" or "switched" never get any power delivered to them - no matter how I then position these switches. However, once the outlets get powered on (via "delayed on") I may then choose either "always on" or "switched" and they continue to get power.

Seems strange. Any ideas? I just noticed this when we had a power failure a while back...
