Just a wacky thought::
Doppler shift works both ways....when the fire engine approaches the tone rises and as the fire engine goes away, the tone falls.
If this happens quickly enough.....Will your ear/brain 'average' it out? Smear the sound?

Al, isn't 7khz / 60hz within the reasonable range for a decent full range driver?
