You are correct, of course. I was thinking of and referring to "frequency response" being like most speaker response graphs are given, as just the magnitude part. (When was the last time you saw ad literature with a FR graph with a phase curve on it? Unless you measure the phase response yourself, the info usually just isn't available, except perhaps embedded in a picture of a step response.)

But yes, the magnitude and phase totally specify the transient response, at least in the small signal range.
