I think such observations have been making an impact on some audio designs for decades.

Equipment can be manufactured with relatively high levels of harmonic distortion if the designer believes such distortion sounds good. Or equipment can be made at lower power ratings if it's designer believes the harmonic distortion products produced as the unit exceeds measured power spec is pleasing.

Such components are readily identified simply by making distortion measurements - we hear about equipment that measures poorly but sounds great on a fairly reqular basis. I don't look at spec's any more but certainly recall seeing very expensive equipment with sets of poor measurements.

Power ratings are limited by distortion levels so often a low powered amp can play much louder than it's rating indicates because it's harmonic distortion components sound good. And as far as constant higher level of distortion goes - well the author seems to give a little bit of insight into what an audio designer might be considering.
