check it out in the archives or do a search on BBE. You'll find it. There is a lot there to read, pro and con.
I've been using BBEs for over ten years. They work wonders on old and bad recordings.
They do not generate harmonics. That's a rumour. That is what the Aphex Aural Exciter does for a living.
