I'm planning to record to PC using the Behringer SRC2496 as an outboard ADC, using the S/PDIF input on an Audigy 2 ZS. http://www.behringer.com/SRC2496/index.cfm?lang=ENG
For the preamp, I might use my old Hafler DH101, or a vintage Technics preamp (I forget the model). You should be able to score a nice budget preamp on Ebay for very little, which may sound better than a new budget DJ mixer.
If you're going for a budget mixer, I've been pleased with the Gemini PS-626. Apparently other people like it too:

I just wanted a mixer for home use and as a backup at parties, and the 626 has a slick enough crossfader to suit scratch DJs, will support 3 decks with kills on each channel for the techno DJs. It seems to have more headroom and doesn't overload if you redline it like the Pioneer DJM600.
