Peter,Without spending a bloody fortune, I would suggest a Symmetrix 302 mic preamp and for vocal mics the EV RE-20. Over the years, I used several vocal mics for radio including AT4050, Neumann U89 and the RE20 was the most versatile- incredible for the price. Very forgiving off axis. Bonny Raitt is said (10th hand) to prefer the RE-20 over U87s.
The Symmetrix too is quiet and reasonably priced, good gain, reliable. Both of these pieces can be seen in pro situations.
I tried several low end tube preamps- Aphex, ART, but was not pleased and ended up with a Peavey VMP-2. If you are in the mood for tubes, the Peavey is great value for $700 and it has an effective all tube EQ. Tube changes improve it all out of proportion too.
