For most "pop" music reproduction I feel the subs should be about 10dB greater capability than the mains. If you want them to "run out of gas" at the same time.
For more bass heavy stuff-hard rock-metal-electronic-dance etc you should be looking at 15-20dB greater capability.
At least that is what I have measured in all sorts of various concert/club situations.
