It is the mundane and updated SMPS called the "energizer" which is responsible for alternately charging the two banks of ultracapacitors.
It is they which provide the 1A output and are galvanically isolated from what lies upstream. Some years ago, the original energizer was discovered to possess some high impedance leakage requiring a shunt to ground to eliminate.
