They attach via adhesive backing. Two protect the Broadcomm 2837 processor and SMSC LAN9514 chip on the top side of board and one on the Elpida memory chip on the underside.Click here for some pics of them. There are images of both top and bottom sections that are zoomable.
edit: I think I discovered part of the reason for the modular layered design. You can begin with a standard case and add the "Top Hat" functionality later.
