FLAC to WAV conversion program

Music servers and other computer based digital audio technologies.

A friend new to digital downloads is using foobar2000 and another program to convert FLAC files to WAV. The programs start with the same FLAC file but produce WAV files with different file sizes.

I'm thinking one program must be set to upsample or downsample while doing the conversion. Any other ideas on why this might be happening?
