If you don't care about tracks or or tagging and your files are in a hierarchy as you like them, there is no reason to change anything. iTunes will play WAV just fine.First make sure uncheck "keep media files orgainzed" and "copy media files to itunes folder" in the preferences.
Then move your high level music folder to the new machine and import to your to itunes. It will import the data without making any changes to the file structure.
In the future you will have to manually add new files to your folders and import in the same way.
If you want to add metadata, MP3Tag has a batch function that will take file name and transfer it to appropriate metadata. It is highly configurable and works well.
