noisefloor with soundcard/usb edirol 20a internal ?

bear with me..while listening with very nice headphones..
my system has a "white?" internal noise, not from monitor or mouse/keyboard or any instruments plugged into it (tested)
the usb edirol adds only slightly to buzz/humm, but noise is mainly from opening, closing and dinkin around on my programs, or doing nothing..still there, it just varies in intensity.
If this is due to my OEM crap (emachine) soundcard which i only use for playback, what is cheapest alternative soundcard that will lower noise... or is it my machine and no soundcard will fix? had a maudio 2496 once and it wasn't that hot, is there just a cheap playback lownoisefloor card avail.? AAAGHHH
