WAV files would have to be stored as data

and wouldn't be playable in a regular CD player. You'd have to open them up on a computer and play them from there.

If you're trying to make a playable CD, you don't want .wav files on your disc at all. You want .cda files, which are all 1K because they're just "shortcuts" -- they point to the right spot on the disc to start reading for that track.
