The link is definately for the "original" ks_out.dll developed by Chun Yu Shien that was FORMERLY available here:

But then I did some really serious surfing and found this:

A guy by the name of Steve Monk rewrote this output plugin in a number of revisions with various improvements and bugfixes here:
