J. River is a finished software application with lots of features and flexibility. It scales very well to handle large libraries and lots of tags. Take a look at the J. River forums.http://yabb.jriver.com/interact/index.php
A number of people use ASIO with J. River and say it works fine. MC 11 includes some DSP features including a well implemented resampler.
Foobar is a framework with an architecture for adding on with plugin DLLs using a language it provides. The s/w doesn't come with much documentation. There is a lot of advice online and components are available. I might have been able to duplicate some of the functionality in J. River Media Center with Foobar if I had worked hard enough.
You can use J. River Media Center immediately. You can use a very minimal set of Foobar features immediately. Getting to the point where you have just what you want in Foobar is a hobby project. The Hydrogen Audio website is a good place to look for advice and links:

The Head-Fi Computers-As_Source forum also has message threads about configuring Foobar

Using ASIO (or Direct Sound or WaveOut) isn't rocket science.
