It sets the task as the absolute highest priority, not sharing with other 'high priority' tasks - that setting is not available through the GUI, and the task will following the change not be able to have its priority altered by the GUI.Now IRQ settings.
IRQs should not be shared, if you want the lowest latency connection to a device. However, most Mobos are automatically assigning grouped IRQs to port types (typical is IRQ 21 sharing for USB). This behaviour can on some motherboards be over-ridden to great effect by manual IRQ allocation, set in BIOS.
Beware, if you get it wrong you end up no better off than before you started (and may cause system errors too!)
