Very similar set-up to yours:Antec P180
Antec Phantom PSU
3 Stock Antec fans switched to Low setting
AMD Sempron with stock fan (barely turns most of the time) - don't recall speed or voltage details.
DFI LanParty MBI have a Scythe Ninja and 3 Nexus fans that I haven't installed because the above is quiet enough for me. It is NOT noisy (neither is it silent, but it is below the noise floor of my room unless you are sitting right next to it late at night.)
The key is no small diameter fans. This is why the Shuttles and Media PCs and other small form factor PCs are noisy. The other advantage is it's all standard and commonly used stuff. That's what scared me away from Pentium M and other low power mobos.
