I assume Opticis simply a type and you are asking whether a USB-> Toslink adapter does support 24/96 over USB1.1?

If the device is build to support it than this is no problem. Even the standard USB audio driver in Windows supports this out of the box.

I always carry around an Audiotrak Optoplay and that works with 24/96 over Toslink just fine.
