I'm a little unclear on this:

Without anything connect to the speaker except for the amp

Do you normally have something connected to the speaker, in addition to the amp? Or did you mean "Without anything connected to the amp, except for the speaker"?

It is normal for an Atma-Sphere amp to produce some hum/buzz with an open input - that is, with the cable from the preamp disconnected.

As for the high-frequency noise, that sounds like an otherwise unrelated tube issue. Try swapping around / substituting the 6SN7 driver tubes, and see if it has any effect. Obviously, shut the amp off before removing / installing any tubes.
