Although this is the OTL forum I might be able to help.
Since you have a digital volt meter put it on the power supply outputs A, B and C; compare to the other channel. The DVM should be on AC mode, not DC, so if there is noise on those supplies you'll see it.
If the noise numbers are all the same you're looking for a bad resistor; its very unlikely a bad cap and certainly not a cathode bypass cap.
