JFP,By installing the shorting plug in the 2-3 position, you tied the RCA jack to both the inverting and non-inverting inputs in the amp. This would effectively prevent the amp from amplifing any signal on the cable. Obviously, no harm done.
Have you swapped the interconencts left & right, at the power amps? Does the hum switch channels?
Have you considered plugging the amps back into the original 15A circuit to see if they are still quiet? The new circuit might be a red herring, but trying them again on the old one should put that possibility to rest. It's still sounding like a ground loop to me, and the fact that both amps are quiet with cables disconnected (on the new circuit) tends to reinforce that idea.
