For the record, I do it all manually, and I wait at least 3 to 5 minutes after turning on the filaments before turning on B+ to my 6C33C output tubes; I wait until they are hot to the touch. Also, you need to rig the relays and/or manual switches so that the bias voltage is present BEFORE you turn on the B+ to the output stage. Anyway, if you use a relay, it would seem you can place it in any of the 3 locations you mention, BUT (i) if it goes before the transformer, then the transformer cannot be the same one that supplies filament or bias voltage; (ii) if it goes after transformer but before the rectification, then use an AC relay, (iii) if it goes after rectification, then use DC relay (of course). Sorry if this is belaboring the obvious.
